Legislative Committees - Membership and Mandate

The following is the present membership of Prince Edward Island Legislative Committees.

Special Committee on Climate Change

The special committee was created as a result of the unanimous passage of Motion 37 (below) on July 11, 2019:

WHEREAS the Legislative Assembly has established targets for the reduction of greenhouse gas (GHG) emissions in Prince Edward Island;

AND WHEREAS there are many options available to reduce GHG emissions;

AND WHEREAS the province should adopt emission reduction measures that are cost effective in order to reduce, as much as possible, the potential burden on Islanders and Island businesses of reducing emissions;

THEREFORE BE IT RESOLVED that a Special Committee of the Legislative Assembly, consisting of two representatives to be named by the Premier; two to be named by the Leader of the Opposition; and two to be named by the Leader of the Third Party, be created to explore the options available to reduce GHG emissions and to make fully costed recommendations on how the province can best meet its emission reduction targets.

THEREFORE BE IF FURTHER RESOLVED the Committee shall engage with the public and government in its deliberations.

Special Committee on Poverty in PEI

The special committee was created as a result of the unanimous passage of Motion 36 (below) on July 11, 2019:

WHEREAS poverty is the primary social determinant of health;

AND WHEREAS poverty is a complex issue and requires bold and creative approaches to understand and address the real causes and consequences of poverty in Prince Edward Island;

AND WHEREAS there is a need to establish clear definitions and measures of poverty in PEI, so as to set appropriate legislative and policy targets;

AND WHEREAS there is significant expertise available from community organizations that have studied this issue and can provide invaluable insights, analysis and data;

THEREFORE, BE IT RESOLVED that a Special Committee of the Legislative Assembly, consisting of two representatives to be named by the Premier; two to be named by the Leader of the Opposition; and two to be named by the Leader of the Third Party, be created to consult with members of the public and community groups across the province;

THEREFORE BE IF FURTHER RESOLVED that the Committee report back to the Legislative Assembly within twelve months with recommendations to establish clear definitions and measures of poverty, and a living wage for Prince Edward Island;

THEREFORE BE IT FURTHER RESOLVED that the Committee report back to the Legislative Assembly within twelve months with fully costed recommendations regarding the creation of a Basic Income Guarantee pilot for Prince Edward Island.

Standing Committee on Education and Economic Growth

The Standing Committee on Education and Economic Growth is charged with matters concerning education, heritage, culture, tourism, industry, labour, provincial infrastructure, transportation, telecommunications, immigration, rural development, municipal and provincial planning, and other such matters relating to education and economic growth.

Standing Committee on Health and Social Development

The Standing Committee on Health and Social Development is charged with matters concerning health, social programs, sport, seniors, justice and public safety, emergency measures, Indigenous affairs, Francophone and Acadian affairs, Status of Women, persons with disabilities, housing, charities, the Prince Edward Island Human Rights Commission, and other such matters relating to health and social development.

Standing Committee on Legislative Management

The Standing Committee on Legislative Management is composed of the Speaker as Chair; the Deputy Speaker or designate; the Government House Leader or designate; the Government Caucus Chair or designate; the Leader of the Official Opposition or designate; the Opposition Caucus Chair or designate; and the Leader of the Third Party or designate. The Standing Committee on Legislative Management is charged with policies for the administration of the Legislative Assembly; the provision of security, facilities and services, including allocation to party caucuses and individual members; the appointment, supervision and management of the staff of the Legislative Assembly, other than the staff of party caucus offices and the office of the Leader of the Opposition; review of the estimates of expenditure for the Legislative Assembly, including the forecasts and analysis of expenditures and financial commitments of the Legislative Assembly; and other matters necessary for the efficient and effective operation and management of the Legislative Assembly. Meetings of the Standing Committee on Legislative Management are normally held in camera.

    Standing Committee on Natural Resources and Environmental Sustainability

    The Standing Committee on Natural Resources and Environmental Sustainability is charged with matters concerning agriculture, fisheries, land, water, forests, wildlife, energy, natural resources, environment, climate change, and other such matters relating to natural resources and environmental sustainability.

    The Standing Committee on Public Accounts is charged with matters concerning the Public Accounts of the Province, the annual report of the Auditor General, and fiscal management.
