Bills


Before becoming law a bill goes through five different stages, called readings, in the Legislative Assembly:

First Reading - the Bill is introduced and read through without any debate

Second Reading - Members debate the object or goal of the Bill, called the principle of the Bill

Committee Stage - the Bill is examined clause by clause in either a Committee of the Whole House, in which all Members participate, or in a Legislative Committee, made up of appointed Members, with the results of either examination and any amendments reported to the Assembly

Third Reading & Pass - Members debate the potential effect of the Bill, and vote on whether it should pass

Royal Assent - the Lieutenant Governor assents to the Bill in the name of Her Majesty the Queen, at which point the Bill becomes law (also known as a statute)
