Hansard publishes Question Period separately from the Daily Debates in order for members and their staff, as well as reporters and the general public, to read the exchanges in a timely fashion. The Question Period transcript is distributed a few hours after debate has finished. Because it is not yet incorporated into the Daily Debates it is called a preliminary proceeding; this allows members a chance to provide clarification on names or topics that have been discussed. These clarifications are incorporated in the final document, which becomes part of the Daily Debates.
