Employment Opportunity: Parliamentary Counsel and Committee Clerk
The Office of the Legislative Assembly is currently seeking a Parliamentary Counsel and Committee Clerk to provide comprehensive legal and legislative services to the Clerk, House Administration, Speaker, Members of the Legislative Assembly and legislative committees.
Reporting to the Clerk, this role will provide in-house legal services including drafting Private Members’ Bills and amendments, providing advice on general contractual and employment matters, and defending the privileges and immunities of the Assembly and its Members. The position will also serve as a committee clerk to an assigned Standing Committee of the Legislative Assembly.
Key Responsibilities
- Provide legislative assistance to the Members of the Legislative Assembly in drafting Private Members’ Bills and motions to amend bills;
- provide legal services to the Office of the Legislative Assembly and its various offices;
- provide advice on parliamentary law and practice to the Legislative Assembly and its members;
- serve as a committee clerk, administering Standing Committee meetings in accordance with the rules and practices of the House
- communicate effectively with elected officials, staff, government organizations and members of the public.

Essential Criteria
- A degree in law from a recognized university, with an active membership in, or immediate eligibility for entrance to, the Law Society of Prince Edward Island;
- experience with the legislative process, including legislative drafting;
- knowledge in the areas of parliamentary, constitutional and administrative law;
- experience interpreting relevant legislation, analyzing diverse opinions and complex; situations to provide advice and recommendations;
- strong research, analytical, and writing skills; and
- advanced computer skills.
Equivalencies may be considered.
Desired Criteria
- Experience in matters of employment law, contracts or leases;
- experience in a parliamentary work environment;
- experience in the administration of public meetings; and,
- fluency in the French language.
Compensation
The position is for 37.5 hours weekly (with any additional hours as required by the activities of the Legislative Assembly).
Level 25S of the Excluded Pay Scale, $122,324 - $151,281, commensurate with skills and experience. Health, dental and pension benefits are provided.
